What was this cartoon pilot, from Cartoon Cartoon, on Cartoon Network?

I remember they used to show pilots on Cartoon Network. It was Cartoon Cartoon, and it was about these people with long foreheads, that needed to be held up but a stick with a wheel attached to the bottom, that they pushed around. It was like a different planet. I remember at the end, some kind of magic power makes all the sticks disappear, and they all fall over because of their enormous heads. It was on around the same time as Dexter's Lab, The Power Puff Girls, etc.
