What to do for a dog with bad back legs?

I have a 13 year old beagle who's back legs are starting to give out on her. She can still walk, but she's starting to drag her right leg a lot. We've been giving her aspirin and it seemed to help for the first 2 weeks, but that's it. I'll take her on walks but she can only get to top of the driveway and have to rest. My mom wants to try acupuncture on her, but I think a doggy wheel chair is a better idea. Do you have any ideas?
